
Government Institutions
The two
main institutions involved in implementing government policies in the electricity
sector are the Department of Electricity Development (DOED) and the Nepal Electricity
Authority (NEA). The DOED is a government body which promotes and regulates
government policy in the electricity sector while the NEA is government owned
autonomous organization responsible for the generation, transmission and distribution
of electricity.
Department of Electricity
Development (DOED)
The responsibilities
of the DOED include negotiations for bilateral and multipurpose projects, creating
an environment conducive for the participation of the private sector, licensing
and monitoring the study and construction of all developments in the electricity
sector.
The privatisation
division is responsible for private sector initiatives such as the Khudi, Nyadi
Projects and is comprised of the following two sections:
- Proposal Evaluation
and License Section:
- Income Tax and
other taxes.
- Foreign Exchange.
- Land Acquisition.
- Other facilities
to be provided under legal provisions.
- Project Promotion
and Monitoring Section:
- Prepare format
agreements between HMG/N and private parties.
- Provide technical
assistance to implement small-hydro projects with private sector participation.
- Monitoring of
projects executed by private entrepreneurs.
- Coordinate between
NEA and private entrepreneurs.
- Activities related
to national grid and transmission lines.

Nepal Electricity Authority
(NEA)
The Nepal
Electricity Authority (NEA) was created in 1985 as an entirely HMG-owned undertaking
in the power sector. The functions, duties and powers are:
- To determine long
and short term policy relating to the supply of electricity;
- To supply electricity
by generating, transmitting and distributing electricity pursuant to the
prevailing law;
- To prepare a plan
for the production, transmission and distribution of electricity and other
related works and to construct, conduct, preserve and promote the production
centres, sub-stations, distribution centres, transmission and distribution
lines and other related facilites which are necessary for the implementation
of the plan;
- To arrange the production,
transmission and distribution of electricity of adequate standard in the
regions which are economically appropriate;
- To fix electricity
fees and other sevice charges relating to electricity;
- To do and cause to
do necessary research work relating to production, transmission and distribution
of electricity.
